Project Responsibilties
TIN Implementation/Steering Committee
- Develop and agree on a work plan;
- To develop strategies to enable FIRS and SBIR to issue Taxpayer Identification Numbers to all taxable persons in the country;
- To develop a basis for receiving third party data to facilitate the issuance of the TIN;
- To solicit for and obtain funding from Stakeholders (FIRS and SBIR) and Donor Agencies for the Project;
- To engage Consultants in the implementation of the project;
- To develop strategies for capacity building and training of the staff at federal and state levels;
- To adopt best practices in the TIN generation methodologies;
- To adopt best practices in the usage of the TIN by the relevant stakeholders;
- To organize workshops, symposia, and seminars to promote TIN
- To workout joint publicity by the Stakeholders;
- To ensure integration of the databases;
- Ensure data capture and cleansing at all levels;
- Ensure TIN generation and
- Monitor performance.
Sub-Committees
Finance, Staffing and General Multipurpose Sub-Committee (FGSC)
- To determine the sources and application of funds for the running of the Project;
- To develop strategies to obtain the funds;
- To determine the application of the funds;
- Develop an adequate budget for envisaged activities of the TIN implementation;
- To monitor Budget implementation and flag off deviations from the norm;
- Any other activity as may be assigned by the TIN committee.
Infrastructure and Systems Sub-Committee (ISC)
- Agree on Networking Structure;
- Agree on Database engine;
- Develop data requirements and data gathering strategy;
- Identify data sources;
- Agree on data collection methodology;
- Agree on integration requirements;
- Agree on replication requirements;
- Agree on data consolidation requirements/methodologies
- Agree on TIN numbering structure;
- Develop methodologies for TIN usage in financial transactions;
- Recommend suitable hardware, software and communications infrastructure (LAN and WAN) for deployment;
- Ensure Implementation and Deployment of selected infrastructure.
The Project Team
The responsibilities of the Project Team include:
- To implement decisions taken by the Steering Committee and other Sub-Committee;
- To review and baseline the work plan;
- To arrange meetings of the main TIN Steering Committee and Sub Committees;
- To support the TIN Steering Committee and Sub-Committee;
- To review development and implementation plans, solve day-to-day issues and question;
- To coordinate program activities;
- To liase with various stakeholders;
- Manage Program Risks;
- Provide 1st level support to TIN Data Centre and 2nd level support to the 36 SBIRs and FIRS.
